흑해 경제권에 대한 러시아의 전략: 에너지 관점에서

EU가 확장되면서 흑해는 EU와 러시아가 경계를 이루는 바다가 되었다. 또한 우크라이나 가스분쟁 이후 흑해는 유럽 에너지 안보의 대안적 경로가 되었고 현재 수많은 가스관 프로젝트들이 제안되고 있다. 본고는 러시아의 경제발전 전략과 흑해에 대한 러시아의 에너지 전략을 바탕으로 흑해를 둘러싼 가스관 분쟁에서 러시아가 가지는 우위를 분석한다. 한편 유럽은 러시아 에너지 의존도를 줄이기 위해서 러시아로부터 독립된 가스 운송망이 필요하다. 이런 맥락에서 나부코도 사우스 스트림도 아닌 화이트 스트림의 변형된 AGRI 프로젝트는 러시아와 EU의 직접적인 파이프라인 경쟁을 우회하는 성격을 가진다. 흑해를 통한 대체 경로의 건설은 유럽의 에너지 안보 뿐 아니라 세계적 차원에서 에너지 자원의 효율적인 사용이라는 측면에서도 필요하다고 판단한다.
Abstract
Black Sea is border area between EU and Russia as Romania and Bulgaria became EU member states. In addition, the Black Sea provides alternative routes for European energy market after Russia-Ukraine Gas conflicts and it has been proposed a lot of oil and gas pipeline projects during the last decade. This paper focused on the Russian Strategy toward Black Sea Economic Cooperation based on the Russian economic development strategy and its diplomatic approach and also analyzes the reasons of Russian advantages in pipelines politics in this region. EU has tried to reduce energy dependence to Russia so as to construct independent pipelines from Russia. In this respect, the author argues that AGRI project could be one of alternative pipeline for EU and also points out the importance of alternative route for European energy security and efficiency of energy use.
