Abstract

In post-cold war, the Black Sea region has become a new strategic frontier for Europe, Russia, and the USA in terms of energy security, frozen conflicts, trade links, migration, Russia and Ukraine as the Black Sea littoral states are facing with new changes and opportunities. They have been working hard for cooperation in the Black Sea region. Ukraine’s policy for the Black Sea regional cooperation began to be more clearly focussed on two strategic goals. Finally, Black Sea regional cooperation were consistent with the interests of the Russia and Ukraine. Black Sea regional cooperation will serve as an important factor in the future development of Russia and Ukraine. However, Russia and Ukraine have different strategic goal on the Black Sea regional cooperation. That is why the dilemmas of regional cooperation has been generating.
