러시아-EU 에너지 갈등 연구 : 공급국과 수요국의 입장에서

초록

21세기 러시아의 대외정책에 있어 유럽 및 EU는 매우 중요한 지역으로 부상하고 있으며 EU의 대외정책에 있어서도 러시아는 정치․경제․사회문화적인 측면 등에서 매우 중요한 국가이다. 이에 따라, 양측은 정기적으로 러시아-EU 정상회의를 개최하고 있을 정도로 상대에 대한 중요성을 잘 인식하고 있으며 동시에 관계 발전에 힘을 쓰고 있다. 그럼에도 불구하고, 현재 러시아-EU 관계는 2006년과 2009년 겨울 두 차례 심각한 에너지(가스) 갈등을 겪었다. 러시아는 에너지 공급국가로서 장기적인 에너지 수요 확보를 위하여 유럽지역이 중요한 반면 EU는 에너지 수요자 입장에서 장기적으로 안정적인 에너지 공급확보가 중요하다. 즉, 러시아와 EU 양측은 소위 에너지 안보 문제가 표면화 되어 그 갈등 양상이 나타나고 있는 것이다. 본 논문에서는 우크라이나 가스 중단 사태 이후 새로운 국면으로 접어들어 가는 러시아-EU 관계를 에너지 안보를 위한 양측의 상반된 노력을 중심으로 고찰하고자 한다. 양측의 에너지 전략과 외교정책에 대한 배경 등을 바탕으로 본 논문은 러시아-EU의 에너지 갈등을 가스 공급국과 수요국 입장에서 고찰하는 동시에 최근 우크라이나 가스중단 사태 이후 새로운 협력 틀을 구축하려는 러시아의 구상과 이에 대한 EU의 반응 등을 분석하고자 한다. 본 논문은 우크라이나를 사이에 두고 발생하였던 러시아-EU 간의 가스 분쟁은 단순한 경제적인 차원의 에너지 공급과 수급 차원에서 발생한 것이 아니라 세계화시대 유럽지역에서 새로운 국제 [정치경제]질서 형성의 역학 관계에서 이해하여야 한다고 주장한다.

Abstract

In the 21st century Europe has become increasingly more important region for the Russian foreign policy compared to its previous years. Now the Russian federation also becomes very important state for the external policy of EU in many aspects such as political, economic, socio-cultural etc. Under these circumstances, both sides have recognised the importance of others and attempted to develop their bilateral relations on a regular basis of Russia-EU summit meetings since the 1990s. Nevertheless, energy conflicts seriously happened in the winter of 2006 and 2009 respectively caused complications between Russia and EU. In other words, energy security issue appeared on the surface and provoked the recent energy conflicts between the two sides when the Russian federation stopped supplying gas to Ukraine. The paper aims analysing each sides' endeavors to secure its energy security from the perspectives of energy supplier and demander respectively. To do this, the paper firstly tries to examine energy strategies and energy diplomacy for both sides by employing a balanced approach. Simultaneously, the paper tries to examine new framework for Russia-EU energy cooperation initiated by the Russian federation and its response from the EU. The paper argues the recent gas conflict between Russia and EU should not be understood only in terms of economic reasons as an energy supplier and demander. The paper emphasises that this conflict between the two sides should be understood within the framework of making new [political and economic] regional order in Europe in the 21st century.
