Abstract
This study developed a light pollution environmental education program based on problem-based learning (PBL) to foster citizens with nonterritoriality, equity, reflection, practice, and solidarity among fifth- and sixth-grade elementary students. To this end, the researchers referred to the 2022 revised curriculum achievement standards to determine the degree of reflection on the contents of light pollution environmental education in relation to ecological citizenship. The implications on education were then derived, and directions for development, goals, and topics of the program and developed a PBL-based light pollution environmental education program using the selected topics. First, achievement standards for fifth- to six-grades (group) elementary students in relation to environmental education were high in the following order: social studies, practical arts, science, and ethics. Meanwhile, the elements of contents related to ecological citizenship were high in the following order: reflection, equity, nonterritoriality, practice, and solidarity. Second, the program composition system established the content elements of ecological citizenship as the content area of the program and applies them to the teaching and learning stages of PBL. In this way, a PBL-based light pollution environmental education program was designed to cultivate ecological citizenship. Additionally, for effective PBL instruction, the researchers developed a problem scenario that reflected various light pollution-related environmental issues. To utilize and apply this program to school education, a teaching and learning plan was formulated, and an implementation plan that links related subjects and achievement standards by time was proposed. In conclusion, the proposed program is expected to help acquire knowledge through experience by solving environmental problems related to light pollution, thus cultivating practical problem-solving skills and providing practical prevention materials.
