Abstract
As Tang China slowly disintegrated in the late 9th century, Khitan tribes with powerful cavalry built a great empire that threatened Han Chinese dynasties and other neighboring states in Northeast Asia. The Khitan empire began the millenium of nomadic conquest and dominance in north China. Despite the prejudice against the “Conquest dynasties” founded by “bellicose” nomadic tribes, foreign policies of the Khitan state toward China were not overly aggressive. In 947, Khitans destroyed the Later Jin of the Five Dynasties, but their attempt to rule northern China directly ended in disaster. The Khitans would never again attempt to conquer Chinese territories south of the Sixteen Prefectures of Yan and Yun. With the Covenant of Shanyuan, Khitans gained peaceful border and yearly payments. Thereafter, the Khitan empire recognized territorial integrity of its neighboring states and sought to maintain the status quo. The conflicts between the Khitan and Tangut Xia in the 11th century cannot be adequately understood within the culturalistic framework of the tribute system. They show pragmatic policies pursued by all the players in the multi-state system. The study of the fluid and complex pre-modern East Asian international order must be approached from Khitan-centered perspectives.
