Abstract
Following Hideyoshi, Korea sent diplomatic missions to both Tsushima and Edo. The purpose of the missions was to provide intelligence information to the Korean court and to display Chosŏn Korea’s superior cultural achievements in front of Japanese in hopes of civilising the Japanese. The impact of the missions in Japan was more complicated. Korean missions provided legitimacy and prestige for the lords of Tsushima and for the bukufu. Their presence also confirmed Japan as a ‘civilised’ country in East Asia. By estimating how many resources the bukufu. and the daimyō spent to transport, house, and feed the Korean visitors, we can estimate how important these missions were to the Japanese. Korean missions to Tsushima consumed resources far beyond what Tsushima could provide, driving it to borrow heavily from the bakufu. Korean Embassies to Edo(T’ongsinsa)may have cost approxi mately 3% of assessed national rice production. These costs were seen by the Japanese as excessive, but the Embassies. continued. When financial deifficulties forced the bukufu to make hard choices by the early nineteenth century, coincidentally Japanese geopolitical concerns were then shifting to consider then exthernal threat posed by expansive imperialism coming from Russia and eventually the United States. Worries over unsupportable costs and exthenal threats met in a historical conjuncture that downplayed and terminated the Korean contact. This conjuncture also marked an end to Japanese desires to partake of East Asian civilization.
