학교체육정책 운영 현황 및 성과분석: 정량지표를 중심으로

본 연구는 교육부의 학교체육정책 운영 실태를 분석하여, 정책 운영의 성과 및 문제점을 도출하고, 개선 방안을 탐색하는 것을 목적으로 한다. 이를 위해 제2차 학교체육 진흥 기본계획을 근거로 성과지표를 선정하였으며, 전국 17개 시·도교육청, 지역교육지원청, 초·중·고등학교를 대상으로 성과지표별 자료를 수집하고, 빈도 분석을 하였다. 연구 결과, 첫째, 체육수업의 양적 확대를 통한 학교체육 활성화의 기초가 다져지고 있지만, 생존수영교육의 시·도교육청별 격차가 있으며, 건강체력교실 운영 관심도와 프로그램 실행률이 낮아 향후 개선이 요구된다. 둘째, 학교스포츠클럽 운영 종목, 지원 예산, 대회 참여 학생 비율이 확대되고 있지만, 학교급이 올라갈수록 참여비율이 감소하고 있으며, 초등학교 저학년 및 여학생의 참여 비율이 낮게 나타났다. 셋째, 학생선수의 수업 참여 비율은 상급학교일수록 낮고, 최저학력 미도달 비율은 높아지고 있으며, 향후 학생선수 학습권 보호를 위한 실효성 높은 지원 전략이 요구된다. 넷째, 시·도교육청 및 지역교육지원청의 학교체육 활성화를 위한 지역 협업의 기초가 마련되고 있으며, 협력 사업이 활성화될 수 있는 지속적 지원 대책이 요구된다.
Abstract
The purpose of this study is to analyze current status and the outcome of school physical education policies implementation and explore ways to improve the policies. To this end, outcome indicators were selected based on the 2nd School Physical Education Promotion Plan, and data was collected from 17 city and provincial education offices, regional education support offices, elementary, middle and high schools to conduct frequency analysis. The findings of the analysis are as follows. First , the foundation has been strengthened to promote school physical education through quantitative expansion of physical education classes, but there remains room for improvement as the gap still exists between the provincial and provincial education offices of survival swimming education and interest in the implementation of health classes and programs remains low. Second, despite expansion of curriculum at school sports clubs, support budget and the participation rate, the number of participants is decreasing as it goes over to higher education schools, and the percentage of elementary school students and female students is lower. Third, as student athletes participating rate in classes is lower in higher schools and the percentage of underachieving students is increasing, effective support strategies are required to protect student athletes' rights to education in the future. Fourth, the foundation for regional cooperation to promote school physical education is being established by provincial and provincial education offices and continuous support measures are required to promote cooperative projects.
