학교체육정책과 스포츠교육학의 연계방안

전 세계적으로 학교체육정책은 미래사회의 학교체육 방향과 역할을 결정짓는 중대한 책무를 담당하고 있다. 우리나라에서 학교체육정책의 수립 및 실행에 영향을 미치는 체육학의 학문단위는 스포츠교육학이 다. 이에 본 글에서는 학교체육정책과 스포츠교육학의 현 위치와 한계를 분석하고, 발전적인 연계 방안을 탐색하는데 목적을 두었다. 그 결과, 우리나라 학교체육정책의 수립과 실행과정에서 스포츠교육학 의 학문적 위치는 매우 미약하며, 스포츠교육학의 학문적 활동에서도 학교체육정책연구의 비중은 극히 적은 것으로 확인되었다. 또한 본 글에서는 학교체육정책의 발전적인 미래를 위해 스포츠교육학은 학교체육정책과 관련된 스포츠교육학 연구를 수동적으로 실행하는데서 벗어나, 스포츠교육학 연구가 적극적으로 선도하는 학교체육정책 수립이 가능하도록 학문적 역할이 변화되어야 함을 강조하였다. 이를 위해 스포츠교육학의 연구 성과가 향후 우리나라 학교체육정책 수립으로 바로 연결될 수 있도록 실천적 연구로 이루어져야 하며, 동시에 학교체육정책의 공적인 책무성을 높이기 위해 지속적인 질 관리 연구가 필요함을 주장하였다.
Abstract
In global society, school physical education policy has served an important accountability to guide the direction and roles of future school physical education. Sport pedagogy in Korea is the most representative discipline in Kinesiology that has impacted on making and implementing of school physical education policy. Thus, the purpose of this paper is to explore mutual connection between school physical education policy and sport pedagogy in Korea. As a result, the academic status of sport pedagogy in Korea is very weak in the making and implementing process of school physical education policy. Moreover, the scholarly activities of sport pedagogy has rarely paid attention to research on school physical education policy. In a sense, this paper has emphasized on its role change that sport pedagogy could actively guide school physical education policy making, but it does not passively do research on policy-making sport pedagogy. For this, research outcomes of sport pedagogy should be practical, so that the outcomes could directly be linked to policy making in school physical education. In addition, this paper has suggested that continuous research on quality management of school physical education should be conducted to increase the public accountability of school physical education policy.
