Abstract

This study examines how the Chosŏn government managed rice collection during the reigns of King Taejong and King Sejong. By doing so, it seeks to reconstruct the fiscal operations of the regime. Accounting records at that time indicate a significant increase in rice revenue. However, the government did not have much of the increased rice revenue. Limited storage capacity and the difficulty preserving rice posed substantial challenges to maintaining the government coffer. Consequently, rice stored in government granaries had to be periodically distributed as loans and later recollected, but repayment often proved infeasible. Rice recorded as collected for local use existed only on paper. The government frequently supplemented rice for local use with tax for central transportation. Records reveal that grain loan management interacted with the land tax collection. In the provinces, grain loans offset part of the land tax. The local government deducted the amount of grain loan used to procure the land tax before the distribution of grain loans in the spring of the following year. Consequently, discrepancies often arose between official accounting and the actual grain collection. Grain loans rapidly accumulated as arrears and were sometimes written off. After King Sejong’s reign, there were no longer attempts to increase rice revenue. The standard amount of land tax declined to approximately 4 to 6 tu per kyŏl. To understand the fiscal operation of the Chosŏn dynasty, one must distinguish between the figures recorded in government accounts and the actual amount of collected grain.
