Abstract

This study examines the Kokugo Promotion Movement as implemented through social education in colonial Joseon and Taiwan, focusing on two key institutional devices: Kokugo Instruction Associations and Kokugo Instruction Centers. In the colonial context, Kokugo was defined as a political language tied to the imperial national spirit, and Japanese-language dissemination was pursued not only through formal schooling but also through social education to compensate for the limits of school-based instruction. Despite this shared orientation within Japanese Colonial Language Policy, the institutional foundations and modes of operation of social-education initiatives differed significantly between the two colonies. In Joseon, Kokugo Instruction Associations expanded rapidly after the outbreak of the Sino-Japanese War in conjunction with wartime imperialization, but they functioned largely as short-term, mobilization-oriented measures rather than as a stable system of social education. In contrast, in Taiwan, Kokugo Instruction Centers—including simplified variants—were institutionalized by Governor-General’s ordinances from the early 1930s, and Japanese-language dissemination was advanced systematically under the 1933 Ten-Year Plan for Kokugo Promotion. As the wartime regime intensified, Japanese-language use in both colonies extended into everyday life through initiatives such as Joseon’s Kokugo no Ie and Taiwan’s Kokugo Katei, yet a substantial gap in Japanese-language proficiency rates persisted. This disparity is closely related to the distinct social environments and operational structures within which Kokugo Instruction Associations and Kokugo Instruction Centers were implemented. Whereas in Joseon the Associations were flexibly deployed in subordination to wartime mobilization, Taiwan’s Centers became firmly established through their integration with public education, social education, and the reorganization of traditional private educational institutions. By highlighting how differences in the institutional character and social functioning of these devices intersected with colony-specific sociolinguistic conditions, this study demonstrates that Japan’s Kokugo dissemination was not confined to school education alone but was concretized through the practical structures of social-education institutions as a historically situated process.
