Abstract
This study reevaluates two primary assumptions central to current criticism of the December 3, 2024, martial law declaration: that the attempted coup aimed to safeguard liberal democracy, defined as anti-communist neoliberalism, and that the crisis exemplifies the ‘normalization of the exception’. The association of liberal democracy with Cold War market liberalism overlooks the fluid and contentious nature of this term's meaning in Korea during the 1950s and 1960s, as well as the fact that the ‘Lockean liberalism’ supporting this conceptualization emerged from the mid-20th century Cold War context. Secondly, critics utilizing the ‘normalization of the exception’ framework align with proponents of martial law in the assumption that state emergency powers represent boundless authority, while unduly oversimplifying the contextual distinctions between the works of Carl Schmitt and Giorgio Agamben. This paper suggests militant democracy, in a wide sense, as a countermeasure to the recurrence of previous crises and contemporary far-right political movements.
