본 연구는 지역통계가 제공하는 세부적 통계의 종류와 내용을 분석하여 어떤 종류의 통계 제공이 부족한지 현황을 파악하고, 기초자치단체별 통계의 표준화정도를 파악하기 위해 KOSIS에서 제공하는 통계와 지역통계연보를 활용하여 가용한 지역별 변수들을 주제별로 비교분석하였다. 공급분석결과, 기초자치단체별로 제공되는 자료 중 상대적으로 풍부하게 제공되는 분야는 건설･주택･토지, 인구, 보건･사회복지 부문이며, 물가･가계, 환경, 교통･정보통신, 국민계정･지역계정･국가자산은 낮은 비중을 보이고 있고, 무역･국제수지와 도소매･서비스의 주제는 거의 제공되지 않고 있다. 7개 광역지자체를 대상으로 실시한 지역통계컨설팅 수요조사를 메타분석한 결과, 신규개발수요는 교육･문화･과학, 보건･사회복지, 농림어업, 도소매･서비스 순으로 많았으며, 세분화수요는 농림어업, 경기･기업경영 순으로 지역경제 관련 주제에 집중되었고, 수요에 적합한 통계가 생산되고 있으나 지자체 공무원이 통계의 소재를 잘 알지 못해 활용하지 못하는 경우도 많았다. 지역통계의 양적 증가 및 질적 개선은 다양한 분야의 학문적인 연구수준을 개선시킬 것으로 기대된다. 특히 소득, 고용, 인구에 관한 지역통계는 사회과학 전반을 포괄하는 다양한 연구에 공통적으로 유용하며, 기초자치단체 GRDP 지출 및 분배계정 등 주요변수들은 기초단위로 확대 제공하고 시의성을 높일 필요가 있다.
Abstract
For evidence based local policy making, production and utilization of regional statistics are needed fundamentally. This study analyzes the status quo of regional statistics provision in detailed items and contents and we make gap analysis of provision versus need of specific subject. For studying the level of standardization of city and county level statistics, we compare subject basis KOSIS provided statistics and regional statistics annal of available regional variables. Construction, housing, land, population, health, social welfare data are provided relatively often, but, consumer price, income, environment, transportation, ICT data are scarce and never provided such as trade, whole sale and retail business, and service subject areas. Demand of regional statistics are largely divided as policy base and academic perspective. We make a meta analysis of seven local entities’ regional statistics consulting demand surveys and find followings. First, newly demanded areas are education, culture, science, health, social welfare, whole sale and retail business and service sectors. Second, detailed subjects are needed in the area of agriculture and fishery, business cycle, regional business and economy. Particularly, regional officials do not know quite a lot of the existing already produced data and statistics, so could not utilize in practical administration field. Academic research level will be enhanced through quantity-wise expansion and quality-wise improvement of regional statistics. In particular, regional statistics on income, employment and population are useful in various studies covering the whole of social sciences.
