Abstract
This study explores pre-service teachers' preferences regarding the role of teachers in teaching controversial issues in social studies and examines the underline rationales for these preferences. A qualitative content analysis was conducted with data from 50 pre-service teachers in a college of education and a university of education. The findings indicate that most pre-service teachers favored either a committed impartiality approach or a neutral impartiality approach. Advocates of the committed impartiality approach perceived teachers as role models who guide students in logical thinking and constructive engagement with controversial issues. They also viewed teachers as equal participants in classroom discussions, and believed students are independent thinkers, not influenced by teachers' opinions. In contrast, proponents of the neutral impartiality approach underscored the role of teachers as public servants obligated to maintain political neutrality. They expressed concerns about students uncritically accepting teachers' opinions and cited potential complaints from parents, the community, and students as reasons for adopting a neutral stance. Based on these findings, the study offers implications for pre-service teacher education in preparing educators to address controversial issues in social studies.
