신라화백회의 연구현황과 중층적 회의구조

본고는 화백회의 관련 연구자들이 제시한 시기별 회의체의 변화 양상과 논리 전개방식, 사료 해석에 따른 문제를 검토하여 화백회의 연구 현황과 그 쟁점을 살피고자 하였다. 또한 지금까지 신라 회의체에 대하여 다양한 개념들이 도출되었지만 그 의미가 모호하였던 바, 중층적 구조의 다양한 회의체 가운데 화백회의의 지위를 조망하였다. 화백회의 관련 연구는 1980년대 새로이 신라 회의 관련 금석문이 발견됨으로써 큰 변화양상을 보여왔다. 이전의 연구는 중국측 화백 관계기사를 『三國史記』․『三國遺事』 관련 기록과 비교하거나, 진흥왕 순수비의 신료집단인 대등 관련 기사와 연계시키는 데 주력하였다. 1980년대 이후의 연구는 금석문을 중심으로 부족장회의로부터 중고기 귀족회의로 이행하는과정을 추적하였다고 볼 수 있다. 그러나 사료의 해석에 있어서는 논자들의 신라 정치사회 발전에 대한 관점에 따라 많은차이를 보인다. 가장 큰 쟁점은 화백(귀족)회의 의장으로 일컬어지고 있는 상대등의 성격과관련한 중대 전제왕권의 문제인데, 이는 화백회의 구성원과 관련된다. 기왕의 연구에서 화백회의를 군신회의, 귀족회의, 왕실 각 가계의 씨족장회의 등으로 규정하면서도, 별도의 회의체를 제시한 견해가 적지 않았다. 이러한 견해들은 신라 정치사회 발전과정에서 다양한회의체가 병존할 수 있다는 가능성과, 실제로 사료상으로도 다양한 회의형식을 살필 수 있고, 그 구성원 또한 단일하지 않다는 점에서 비롯한다. 결국 화백회의는 6부족장회의로부터 비롯한다. 그런데 신라 정치사회 발전과정에 나타나는 각종 회의체는 國王을 정점으로 한 朝議와 朝會, 그리고 上大等과 같은 지위의 재상급을중심으로 한 廷議와 政事堂會議로 구분된다. 이들 각 회의체는 신라 정치사회의 변동에 따라 그 분화와 발전 과정을 거듭하였다.
Abstract
This study intends to consider in change aspect, logic development method and historical material interpretation on Hwabaek(the Court of Nobles, 和白), as well as research of the Hwabaek's status and role as a conference in Silla. The research of Hwabaek has been seriously changed by inscriptions on stone monument discovered in 1980's. The previous research usually compared the Hwabaek record in Chinese historical book with the records of Samguk Sagi(History of the Three Kingdoms) and Samguk Yusa(Memorabilia of the Three Kingdoms). The others focused on the meaning of Daedeung in the Jinheungwang sunsubi. Since 1980's, the study is mainly on the transference progress from the chief meeting of tribes to the the nobility conference. The interpretation of historical materials on Hwabaek present various viewpoints of a political development in Silla. Most of all, issues of the Sangdaedeung as the Hwabaek chairman and authoritarian throne in middle period of the Silla are related to members of the Hwabaek. According to previous research, there were a diversity of opinions which present the separate conference body to the Hwabaek, defining it as the conference with the lord and vassal conference or the nobility conference and the royal family conference. These opinions originated from the various conference bodies with various members. The Hwabaek started from the chief meeting of 6 tribes. And then there were various conference bodies such as Joui(Court conference.) and Johoi(Court banquet), Jungui(The prime minister conference), and the conference in Jeongsadang. Each conference specialized and developed in political progress of Silla.
