교차거래(Cross-hauling)가 지역간 교역 및 승수에 미치는 효과분석: LQ와 Entropy Model 비교를 중심으로

초록

교차거래를 수용하지 않고 지역간 순수출ㆍ순수입만을 지역간 교역으로 정의하게 되면 지역간 교역규모가 현저하게 줄어들게 된다. 따라서 현실적인 교역구조의 파악이 어려우며 지역내 주입규모를 과대평가하게 되므로 지역내 승수가 비현실적으로 커지는 현상이 나타나게 된다. 이러한 승수분석에 기반할 경우 역내 주입규모를 과대평가하여 지역개발정책의 실효성에 영향을 주게 되므로 교차거래를 수용하자는 논의가 해외 지역경제 분야에서 제기되고 있다. 그렇지만 우리나라의 경우 교차거래를 수용하지 않는 모형들이 지속적으로 나타나고 있으며, 또한 지역개발정책의 평가 등에 이용되는 사례가 빈번하지만 이에 대한 평가는 전무한 실정이다. 대표적인 모형인 LQ 및 entropy모형을 비교한 결과 LQ 방식은 교차거래를 허용하지 않으므로 지역간 거래의 비중을 많이 낮추게 되며, 극단적인 경우 자급자족되는 산업이 나타나는 반면 entropy모형은 교차거래를 허용하므로 LQ에 비하여 지역간 거래의 비중을 높이게 된다. 승수분석에서도 LQ에서는 entropy모형에 비하여 역내 파급효과 비중이 큰 것으로 나타나 지역의 누출규모를 줄이게 된다. 즉 LQ에 근거하면 사업효과를 비현실적으로 과대평가하여 과소투자를 유발할 가능성을 높이게 된다. 이러한 연구결과는 해외의 연구사례와 합치하는 것이며, 따라서 entropy모형과 같이 교차거래를 수용하는 모형을 이용하여 지역간 교역구조를 분석해야 한다는 논지를 제시한다.

Abstract

Where there is no cross-hauling, only net export and net import are considered as the interregional trade among regions. Thereby, the trade patterns result in the over-estimation of the volume of injection in the final demand, and intra-regional multiplier effects. Cross-hauling has been disregarded in Korea unlike the foreign cases. In the empirical analyses of common uses to estimate interregional trades, the Entropy maximization model produces reliable results by cross-hauling, thereby applicable intra-regional multiplier effects, however the LQ(location quotient) method neglecting cross-hauling which underestimates interregional trades, so it generates the over-estimation of intra-multiplier effects. The findings support the hypothesis that a model not including cross-hauling could commit specification errors.
