지역투입산출모형(RIO모형)은 지역정책의 수립․평가에서 매우 효과적인 수단이다. 그러나 그 유용성에도 불구하고 조사에 의한 RIO모형 작성에는 상당한 비용과 기초자료가 필요하므로, 비조사 혹은 부분조사에 의한 모형작성 방법이 연구자들의 주목을 받아왔다. 본 연구는 비조사법 RIO모형 추정을 위한 대안적 방법으로서 가중입지계수(WLQ) 방법을 제안하고, 실증분석을 통해 그 타당성을 검증하고자 하는 것이다. 실증분석 결과, WLQ방법은 기존 연구방법에 비해 비조사법RIO모형이 갖는 과대추정 및 영향력계수 왜곡 문제를 개선할 수 있는 모형추정결과 및 적합성을 보여주었다. 그리고 이 방법은 지역의 규모 특성과 산업별 특성을 RIO모형 작성에 반영할 뿐 아니라, 기초자료가 충분치 않은 지역의 경제파급효과 분석 및 전략산업 발굴 등에도 적용할 수 있음을 시사한다.
Abstract
The regional input-output model (RIO model) is an effective analytical tool in establishing and evaluating regional policies. However, despite its usefulness, a considerable cost and statistical data are required to create a RIO model by a survey method, and thus non-survey or partial survey methods have attracted researchers. The purpose of this study is to propose the weighted location quotients (WLQ) method as an alternative to a non-survey method and to verify its validity. This study shows that the WLQ method yields estimation results and suitability that can improve the overestimation and distortion problems of the non-survey RIO model compared to the previous methods. In addition, this can be applied not only to reflect the characteristics of the size of the region and the productivity of each industry in the creation of the RIO model, but also to analyze the economic impact in a region where statistical data are not sufficient.
