예비타당성조사 제도를 통해 본국가재정법의 개정방안 연구

Abstract

A preliminary feasibility study have been conducted to promote a large-scale national development policy, since it needs a preparatory research on economical, political, and technical validity in order to perform large-scale national projects without a hitch. However, many critics pointed out the feasibility assessment system that has constraints on the objectivity of the survey results and the selection of the target business process in that the competent ministry assesses a validity on the business. As a result, the government promoted the research focused on improving the budget system to heighten the efficiency of public investment project. Eventually it acted an enforcement ordinance of Budget and Accounts Acts 2 of Article 9 on April 1999. The preliminary feasibility study is meaningful at two level. One is in needs of a thorough review, the other is the complement of past feasibility studies. This study overview the preliminary feasibility study system focused on national finance law, Acts, and preliminary feasibility study guidelines. First, the study inspect the problems on the promotion of Four-River Project with national financial law. Secondly, in line with this, the study provides the revision of national financial law.
