우리나라 경제학원론 대학 교과서에서의 자본주의 시장경제와 정부의 역할에 대한 서술 현황과 대안모색
Discourses on the Capitalistic Market Economy and Role of Government in the Principles of Economics Textbooks in Korea: Critical Review and Suggestions

본 논문은 경제이론을 설명하는 데 근원이 되는 자본주의 시장경제와 정부를 대표적인 경제학원론 대학 교재에서 어떻게 서술하고 있는 지를 살펴본 후, 그 서술내용이 가지고 있는 문제점들을 검토하고, 올바른 서술을 위한 대안을 모색․제시하는데 그 목적이 있다. 현재 우리나라 경제학원론 교과서의 경우 자본주의 시장경제의 본질적 특성이 많은 경우 체계적으로 설명되어 있지 않으며, 정부의 기능에 관해서도 충분히 설명하고 있지 못하다. 특히 세 가지 주요 ‘편향성’이 발견된다. 첫째, 자본주의 시장경제에 대한 서술이 자본주의 시장경제의 본질적 근간인 ‘사유재산제’와 ‘선택의 자유’가 간과되고 가격 또는 시장기구에만 편향되어 있으며 이로 인해 시장실패와 정부개입이 기계적으로 강조되고 있다. 둘째, 정부의역할에 대한 서술의 경우에도 ‘생산적 (또는 시장실패 교정) 기능’에 편향되어 있다. 이로 인해 경제적 번영에 필수적인 ‘보호적 기능’이 경시되고 있다. 마지막으로, 자본주의 시장경제와 정부의 역할에 대한 역사적 관점에서의 설명이 부족하다. 이러한 편향과 불충분한 서술은 자본주의 시장경제와 정부에 대한 이해와 인식을 왜곡시키기 때문에 시정․보완되어야 한다. 본 논문은 자본주의 시장경제의본질적 특성과 정부의 역할에 대한 관점과 내용을 새로이 보완․설명하며, 자본주의 시장경제와 정부의 역할은 규범적 논의와 함께 역사적 관점에서 이해되고설명되어야 함을 강조한다.
Abstract
We attempt to examine how the Principles of Economics Textbooks in Korea describe the nature of capitalistic free market economy and the role of government, evaluating any fundamental problems inherent in their descriptions and providing some pertinent alternatives for right descriptions. Not surprisingly, there are two main biases in textbooks with respect to the free market economy and the function of government. First, most of Korean Economics Textbooks provide no descriptions on the fundamental nature of the capitalistic market economy but focus disproportionately on the price and market mechanism. Secondly, with regard to the role of government, the Textbooks tend to bias towards the productive function instead of protective function and thereby corrective function for market failures. With those in mind, we thus suggest that in explaining free market economy the Textbooks must emphasize two fundamental pillars, private property rights and freedom to choose, and government’s protective function. In addition, we suggest that the free market economy and government’s role should be taught in the historical perspective, which leads to the superiority of market economy.
