고등학교 경제 교과서의 이데올로기적 정향성 분석

본 연구는 6차 및 7차 교육과정에 따른 5종의 경제 교과서 각각의 이데올로기적 정향성을 시장실패, 시장실패에 대한 정부의 역할, 정부실패를 다루고 있는 태도와 관점, 정부의 경제안정화 정책 및 소득재분배 정책에 대해 다루는 내용과 태도를 분석하고, 분석한 내용들을 일정한 준거틀에 비추어 종합하여 각 교과서가 취하고 있는 이데올로기 정향성을 규정해보았다. 그 결과 6차 국정 교과서는 강한 개입주의 정향을, 7차 교육과정을 따른 검정 교과서에서는 2종이 개입주의 정향, 2종이 자유주의 경향을 취하고 있는 것으로 분석되었다. 6차에 비하면 7차 교과서들이 상대적으로 자유주의적이며 친시장적인 정향성을 보이고 있다. 복수 검정 교과서 체제에서 교과서별 이데올로기적 정향성 자체를 부정할 필요는 없다. 그러나 검정 교과서들의 이데올로기적 정향의 인정 범위 및 그것이 교과서 내용에 미치는 부정적 영향을 통제하기 위한 제도적 장치가 마련될 필요가 있다.
Abstract
This paper aims to do content analysis of ideological orientation of Korean high school economics textbooks. It is done by evaluating not only the contents each textbook deals with and emphasize but also the attitude it either positively or negatively inclines to. Market failure, roles of government on market failure, government failure, macroeconomic stabilization policy and income redistribution by government are the lists to be evaluated. Having developed references for evaluating each content, I have synthesized all contents to make a decision on ideological attitude of each textbook. It results that the textbook of 6th national curriculum has the tilt of strong interventionism, 2 textbooks of 7th national curriculum have that of pro-interventionism and the other 1 textbook has that of pro-liberalism and the last has that of liberalism. The diversity of ideological attitude may be desirable but the tolerable scope should be prescribed, and the society should have the mechanism and procedure for evaluating ideological tilt of textbooks.
