본고는 최근 국내외 학계의 제국 담론에서 활발하게 논의되고 있는 청제국의 지배체제와 지배이념을 분석한다. 제국에 관한 여러 연구에서 중화제국, 특히 청제국은 중국에서 등장한 최후의 제국이자 동시에 가장 넓은 지역을 지배했다는 점에서 오랫동안 중요한 연구대상이 되어왔다. 19세기 말 청제국의 기반이 해체되면서 중국과 동아시아 주변 국가에서 근대 국민국가가 등장했다는 점, 나아가 오늘날 중국이 직면하고 있는 변강의 민족문제는 20세기 초 새로운 국민국가 중국이 제국의 영토를 계승하면서 물려받은 유산이라는 점에서 많은 연구자들이 청제국에 주목해 왔다. 본고는 여러 연구 가운데 특히 일본학계와 미국학계의 연구성과에 주목한다. 20세기 초부터 일본의 많은 연구자들은 몽골제국의 유산이나 티베트 불교의 문화적 영향 등 내륙아시아 세계와 청제국의 밀접한 관계를 강조해왔다. 한편 1990년대 말 이래 미국학계에서는 중국의 민족주의적 서사에 깃든 한화이론을 비판하면서 청의 다민족･다문화적 특징을 강조하는 연구성과가 다수 발표되었다. 본고는 일본과 미국의 연구성과를 바탕으로 먼저 여러 제국의 사례에 대한 통시사적 분석을 간단히 소개하여 청이 지닌 제국으로서의 특징을 분명히 한다. 청이 제국의 다양한 구성원을 통합하는 지배이념으로 작용한 몽골제국의 유산과 티베트 불교를 검토하고, 이를 통해 청대 황제권의 특징을 설명한다. 또한 팽창하는 영토와 신민을 지배하기 위해 제국이 고안해낸 번부와 이번원을 살펴보고, 아울러 황제와 제국의 관리들이 다양한 변강의 거주민들을 어떻게 인식하고 있었는지 신강･무슬림･묘족의 사례를 통해 검토한다. 끝으로 19세기 중반 이래 변강에 대한 인식과 지배방식이 변모하는 양상을 검토함으로써 제국의 해체과정을 요약한다.
Abstract
By addressing that today China’s territorial boundaries and ethnic composition were largely built on the historical legacy of the imperial China, this paper aims to analyze the ruling structure and ideology that had sustained the complex and diverse aspects of the Qing empire. This paper especially focuses on recent studies published in Japan and the US. It has been widely known that since the early twentieth century the Japanese scholarship has paid special attentions to close connections between the Mongols and Manchus, further highlighting the Inner Asian tradition and the Tibetan Buddhism in the Qing rule. Notably, since the late 1990s, the so-called New Qing History in the US has questioned the conventional assumptions about sinicization and raised a new concern with the Manchus and their relationship to China, as well as that of other non-Han groups under the Qing rule. Through introducing the scholarly literature written in Japanese and English, this paper explores the various elements of Qing government structures and ruling ideology, and rediscovers the Qing as an Inner Asian, as well as a Chinese, empire. By so doing, it shows that given the persistent difficulties the Chinese Communist Party faces in extending its Chinese national vision to Tibet, Xinjiang, and Inner Mongolia, the revelation of features of the Qing imperial ruling can retain a great significance today.
