청말 종주권 관념의 변화와 조선 정책의 전환

19세기 후반 동아시아에는 華夷觀에 기반을 둔 청조 중심의 조공책봉 체제와 서구식 국제질서의 원리와 규칙들, 즉 국제법에 기반을 둔 조약체 제가 공존하며 다양한 상호작용을 일으키고 있었다. 본 논문은 이러한 시 대적 특징 속에서 형성된 과도기적인 언어적 콘텍스트(linguistic context) 가 중국인들의 사고와 행위에 미친 영향에 초점을 맞추어 중심으로 청조 의 조선에 대한 종주권 강화 정책이 출현하게 된 배경을 추적하였다. 본 논문은 먼저 19세기 후반의 국제법 텍스트 번역에 대한 고찰을 통해, 서 구의 국제질서를 번역하고 수용하는 과정에서 유럽식 국제질서 개념이 청조의 종주권 관념에 접합(Articulation)되어 개념의 의미 확장을 일으키 는 현상을 확인했다. 이어서 1870년대 후반 일본과 러시아의 조선 침략 가능성에 대한 위기의식이 고조되었을 때, 청조의 일부 관료들이 동서양 국제질서 사이에 형성된 다중적인 가상적 등가관계(multiple hypothetical equivalences)를 기반으로 서구의 종속 또는 식민 체제를 청조와 조선의 기존 관계와 비교, 결국 청조의 조선 정책 전환을 이끌어내는 과정을 추 적하였다. 서구 국제질서의 수용에 따른 관념의 변화가 청조의 종주권 강화 정책을 추동하는 사상적 자원이 되었던 것이다.
Abstract
In the Late of 19th century, the Qing-Dynasty-centered tributary system based on the China-centric view(華夷觀) and the treaty system based on the international law coexisted and created diverse interactions in East Asia. In this article, the background of how Qing Dynasty's policy to reinforce its suzerainty on Joseon appeared was examined focusing on the impacts of the transitional linguistic context formed in these characteristics of the times on Chinese thoughts and behaviors. The phenomenon has been verified that the concept of the European international order was articulated to Qing Dynasty's notion of suzerainty and that the meanings of the concepts were expanded in the process of translating and accepting the international order of the West through the investigation in the translation of the texts on the international law of the second half of the 19th century in this study. Moreover, the process was examined how some government officials of Qing Dynasty compared the dependent or colonial system of the West with the existing relation between Qing Dynasty and Joseon and eventually brought about changes in Qing Dynasty's policy of Joseon based on the multiple hypothetical equivalences formed in the international order of the East and the West when the awareness of the crisis regarding the possibility of invasion into Joseon by Japan and Russia grew in the second half of 1870s. The changes in the notion according to the acceptance of the international order of the West became the ideological resource to give an impetus to Qing Dynasty's policy to reinforce suzerainty.
