Abstract

Although today inter-governmental conflicts have been frequently appeared around LULUs(Locally Unwanted Land Uses), there are no best modes for those conflict resolutions. This study examines the successful factors of negotiation especially around inter-governmental conflicts about LULUs. The implications of this study is following; first, concerned with stakeholders, those factors including setting-up the number of stakeholders, involving the appropriate stakeholders, separating the stakeholders from negotiators, dissociating between direct stakeholders and negotiating partners, guaranting the interdependent structures and mutual understanding, and perceiving the potential profits effects are important. Second, in terms of negotiation content, information sharing and agendas scoping are crucial factors. Third, deadline, effective communication channels, and negotiation frequencies and document works are related with the successful negotiation processes. Fourth, in light of negotiation strategies, possessing resource for negotiation and balancing between forces affect the successful negotiation. Finally, associated with arbitrators, their appropriate and timely interventions and offering incentives to the large extent determine negotiation results.
