지구화 시대 국가의 거버넌스 전략에 대한 비판적 고찰

초록

행정학 분야에서 거버넌스에 걸고 있는 기대는 매우 크다. 실제로 거버넌스에 대한 이론적 소개는 거의 완료되고, 이제는 그 원리를 현실에 적용하기 위한 기술적인 논의들이 등장하고 있다. 따라서 지구화, 국가모형의 변화, 거버넌스와 같이 어느 정도 정리된 개념들을 또 다시 들추어내는 것은 진부한 일인지도 모른다. 그러나 현대의 세계자본주의체제에서 관찰되고 있는 제국주의적 경향성은 이러한 개념들에 대한 다시보기를 자극한다. 따라서 이 글은 행정학계에서는 익숙하지 않으며, 오히려 이단시 될 수도 있는 제국주의론의 관점에서 지구화, 국가, 거버넌스의 관계를 비판적으로 살펴보고자 한다. 이 글에서 지구화는 자본축적의 메커니즘을 재편하는 미국패권적 제국주의의 보편화를 의미하며, 국가는 이러한 제국주의 질서에 적응하기 위한 전략으로서 거버넌스를 선택하거나 강요받고 있다는 점을 강조한다. 또한 거버넌스는 자본축적의 위기가 도래하면 시장실패, 정부실패와 더불어 거버넌스실패로 규정될 가능성을 가지고 있다는 점을 밝힌다.

Abstract

Governance is an old-fashioned concept in public administration. It is recognized as the best alternative to cope with a surge of globalization. In the recent time, the theoretical attention of governance is paid to the technical application. The concepts of governance and globalization introduced to public administration is based on the neoliberalism which emphasizes the privatization and the deregulation. Neoliberalist claims that the best road to the hopeful future have to be illuminated by globalization and governance. However, in the different perspective, globalization may be interpreted as the universalization of American hegemonic imperialism. If this understanding is recognized, governance which is recommended to the underdeveloped countries as 'good' may be construed as a strategy to secure the economic domination of the developing countries, especially the strongest America. This article is to reinterpret the relationship between globalization and governance in the light of theory of imperialism, which is not accustomed to the scientific community of public administration. We will be able to reflecting on the various consequences which could not be predicated by the neoliberalist perspective.
