Abstract
While there are abundant studies related to performance appraisal, performance rater motivation has been an unexplored area. The notion that performance raters do not always attempt to make the most accurate appraisal but sometimes intentionally distort ratings for their own interest has been rather introduced in the private sector. This paper imports and modifies the rater motivation model by Murphy and Cleveland(1991) and conducts a pilot study in attempt to offer a preliminary model of rater motivation applicable to Korean government organizations. In addition, in order to account for the differences among different levels of government, this study conducted a comparison between the central and local government officials' perception on the motivational factors and perceived rating accuracy. Findings suggest that the rater motivation model by Murphy and Cleveland (1991) are applicable to Korean government organizations. Also, it was revealed that, in general, raters perceived their rating to be accurate and were satisfied with the ratings they gave to their subordinates(ratees). There were no significant variations in neither the motivation factors nor the perceived rating accuracy depending on the level of government. Implications and directions for future research are discussed.
