중앙행정기관 성과에 미치는 영향요인에 관한 연구

초록

본 연구는 중앙행정기관의 성과에 미치는 영향요인들에 대해 분석하였다. 구체적으로 모니터링, 정치적 현저성과 목표 모호성이 정부기관 성과에 미치는 영향요인에 대해 실증적으로 분석하였다. 분석결과, 중앙행정기관은 국정감사를 통한 성과에 대한 감시와 대통령의 기관에 대한 관심도가 높을수록 정부기관 성과를 높이는데 중요한 요인으로 영향을 미치는 것으로 나타났다. 그러나 대중매체의 지나친 관심은 오히려 정부기관의 성과에 부정적인 요인으로 작용하였다. 그리고 정부기관에 대한 우선순위가 높고 평가적 목표가 명확할수록 이는 성과를 높이는 중요한 요인이 된다. 반면, 지시적 목표 모호성과 같이 법이나규칙 등이 모호할 경우, 유연한 판단의 여지는 정부기관 성과 향상을 높이는 요인으로 나타났다.

Abstract

This research analyzes the determinant factors of organizational performance in South Korean central administration. Specifically, it is empirical research about how monitoring, political salience, and goal ambiguity affect government performance. This research offers important implication through investigating 38 South Korean agencies of central administration. First, this research conducts empirical research, thus it is not a case study. Second, many preceding studies are concerned with the privatization of public organizations in terms of principal-agent theory. However, this study considers administrative agency as a principal and agent with monitoring. It enables a narrowing of the difference in the information gap. Thus, an organizational goal comes into focus. Third, this study provides systematic research on political salience, goal ambiguity, and the performance of an administrative agency in South Korean central administration.
