공무원채용재도의 진화이론과 신제도주의 통합적 설명가능성: 국가공무원법에 나타난 제도변화를 중심으로

초록

시대적 변화속도는 가속도가 붙어있고 국민의 민주적 의식 또한 높아져 있다. 이러한 현실은 시대변화에 적응해야 하는 유연성과 민주주의 발전에 따라 실적주의의 원칙의 강화라는 딜레마가 상존하고 있다. 이에 따라 고시에 있어서 PSAT전면실시 등 최근 공무원 채용제도의 변화가 두드러지게 나타나고 있다. 그리고 더 많은 변화가 요구되고 있다. 이러한 시점에서 공무원 채용정책에 대한 조망이 필요하다고 본다. 거시적 조망을 통해서 숨가쁘게 달려온 변화를 다시금 객관화 시켜 미래의 에너지로 사용할 수 있기 때문이다. 공무원 채용제도변화를 조망하기 위해 외부적 변화의 동인의 강점을 갖고 있는 신제도주의와 내부적 변화의 동인설명의 강점을 갖고 있는 진화이론의 고찰을 통해 통합적 분석틀을 구축하여 국가공무원법을 중심으로 역대 정부의 공개채용제도와 특별채용제도를 분석한 결과 경로의존성을 통해서 변화가 이뤄지고 있는 것을 확인할 수 있었다. 또 부분적으로 내부적 동인으로도 설명이 가능하여 통합적 접근방법이 타당하다는 결론에 도달했다.

Abstract

With the changes of the times sped up , the people's sense of democracy has been also hotted up. Such reality is witnessing a dilemma between the flexibility to be adapted to the period transition and the intensification of the principles of merit system along with the development of democracy. Accordingly, there comes out noticeably the change of recent hiring policy of the government officials, such as full scale administration of PAST in the national examination. Still, a lot of changes are being demanded. At this point, we need to take a view of the hiring policy of the government officials. It's because we could objectify these breathlessly rushing waves of change into the energy for the future at a broad viewpoint. To take a view of the change in the hiring policy of the government officials, this research established the integrated analysis structure through consideration of new institutionalism which has a strong point of cause of external changes and of the evolution theory having a strong point of cause of internal changes and analyzed the open employment policy and special employment policy of the past governments centering on the Government Officials Act; as a result, it was found out that changes have happened through the channel of path dependence. In addition, the changes can be explained by the method of the internal causes, though partially, so this research arrived at the conclusion that an integrated approach to these changes is reasonable.
