혁신클러스터의 발전과 집단화전략: 원주의료기기 클러스터의 사례

초록

이 연구는 혁신클러스터의 발전단계별로 중요한 집단화전략을 탐색하는 사례연구이다. 혁신클러스터는 기업과 지식생산기관, 지식확산기관이 협력관계를 유지하면서 혁신을 도모하여 부가가치를 생산하는 연결망으로 정의된다. 클러스터의 발전에 대한 다양한 이론은 클러스터에도 발전의 단계가 있고 단계별로 극복해야할 과제가 있다. 본 연구는 클러스터가 발전단계별로 직면하는 과제를 해결하는데 클러스터에 속한 조직들이 자원을 공유하고 행위를 조정하는 집단화전략이 중요하다고 가정한다. 따라서 이 연구에서 산업자원부가 지원하는 혁신클러스터 시범단지의 하나인 원주의료기기클러스터를 사례분석하여 발전단계별로 어떠한 집단화전략이 활용되었는지 분석하였다. 사례분석을 위하여 12인을 일대일 심층 면접하였고 15인 가량을 집단면접 하였다. 분석결과 태동기에서 집단형성기로 발전하기 위해 군생적, 동맹적 전략을, 체제구축기로 발전하기 위해서 동맹적 전략을 그리고 안정기로 발전하기 위해 결합적 전략을 활용하고 있음을 확인하였다. 나아가서 안정기를 발전시키기 위하여 유기적 전략이 필요함을 제안하였다.

Abstract

This case study examines collective strategies that fits in the developmental stages of regional innovative clusters. Innovative cluster is defined as a value-creating network based on innovation-oriented collaborative relationship among the business units, knowledge creating and expanding institutions. A careful review of studies of innovative clusters indicated their developmental stages and challenges. The authors assume that the collective strategies are pivotal to face the challenges by sharing resources and coordinating actions. The 27 interviewees from the Wonju Medical Instrument Cluster reported the stages, challenges, and collective strategies of its development. The results of the interview show that the major actors took advantage of conjugate and confederate strategies in order to progress toward the collectivity and the formulation stages, respectively. Also, organic strategies are important for stabilizing the cluster.
