본 논문은 원주 의료기기 산업을 사례로 하여 클러스터의 혁신환경과 혁신활동 그리고 발전단계를 분석하였다. 혁신환경이 클러스터가 역동성을 가지고 지속적으로 발전할 수 있는 기본적인 토대가 된다면, 혁신활동은 클러스터의 혁신 주체들이 혁신환경의 편익을 최대한 활용하여 클러스터의 발전을 구체화시키는 직접적인 방편이 된다. 원주 클러스터는 의료기기부문에 특화된 곳이다. 하지만 발전의 역사가 짧기 때문에 클러스터의 발전단계에서 초기(맹아기)에 속한다고 볼 수 있으며, 혁신환경과 혁신활동 역시 계속 발전 중에 있다. 본 논문에서는 이런 점을 고려하여 산업발전수준, 혁신환경 및 혁신활동에서 두드러지게 관찰된 특징을 위주로 분석한 후 연구개발 역량 구축, 집적수준 강화, 혁신환경 창출, 네트워킹 강화, 마케팅 강화와 같은 클러스터의 발전을 위한 시사점을 제시하였다.
Abstract
Innovative milieu, activities and development stage of the cluster were analysed based on Wonju medical instrument cluster. If innovative milieu is a foundation on which a cluster can continuously develop with dynamics, innovative activity is a direct method to specify the development of cluster so that innovative actors can maximize the benefit of innovative milieu. Wonju industrial cluster is specialized in the medical instruments. However, its developmental history is not long, still in an embryonic stage. Innovative milieu and activities are also in the developing stage. In this research, distinctive features gained from industrial development level, innovative milieu and activities were analysed. Based on these, suggestions for the development of the cluster was provided, including building R&D capacity, enlarging the level of agglomeration, creating of innovative milieu, strengthening the networking and marketing.
