본 연구의 목적은 한국의 지역별 고용의 특성과 성장요인을 실증적으로 분석하는 것이다. 『전국사업체기초통계조사』자료를 활용하여 1999년부터 2006년까지 각 지역별 변화할당분석을 수행하여 각 지역들이 지니고 있는 고용의 특성과 그 성장요인을 분석하였다. 이러한 분석의 결과 각 지역들의 고용성장에 영향을 미치는 요인들은 지역특수적 요인, 자원배분적 요인, 그리고 산업특화적 요인 등의 상이한 조합임을 밝혔다. 이러한 상이한 결합 요인들에 대해 각 요인들의 분산이 지역들의 고용증가율의 분산에서 차지하는 비중 즉, 기여도의 크기를 비교하여 지역의 고용성장에 대한 각 요인들의 전반적인 크기를 평가하였다. 그 결과, 지역특수적 요인이 매우 압도적인 것으로 나타났으며, 자원배분적 요인은 중간, 산업특화적 요인은 매우 미약한 것으로 나타났다. 정태적 변화할당분석과 동태적 변화할당분석에만 의존하게 되면, 중요한 변화가 일어난 시기를 간과할 수도 있음을 확인하였다. 한국의 경우, 1999년-2006년의 기간 동안 가장 큰 변화의 분수령이 되었던 시기는 지방선거가 치러진 2002년을 전후한 시기였다고 판단된다. 이 시기는 당시 참여정부가 국가균형발전을 표방하며 관련 정책들을 본격적으로 시행한 시기이기도 했다. 그러나 본 연구의 분석결과는 사실상 이 시기에 오히려 지역특수요인으로 대표되는 지역의 성장역량은 감소하였음을 지적하고, 사실상 중앙정부가 주도하는 지역개발정책의 유효성에 대한 의문을 던지면서 지역특수적 요인에 근거한 지역개발정책을 고려할 것을 제시하였다.
Abstract
This paper analyzed the characteristics and factors of regional employment growth in Korea using shift-share analysis. The data was based on the Census on Basic Characteristics of Establishments during 1999-2006 by Korea National Statistics Office. The paper showed that regional employment growth in Korea can be explained by various combinations of three factors in shift-share analysis; industry mix factor, region-specific factor and allocative factor. For each region, we assessed relative contribution of three factors to the employment growth using variance analysis and found that region-specific factor was very dominant, allocative factor was intermediate, industry mix factor was very weak in explaining regional employment growth. Since 2002, Korean government started so called “Balanced National Development” policy. But the results of this analysis suggested that regional development policy, which can be captured by region-specific factor, was not as effective as expected and regional development policy driven by central government should be reconsidered and regional government should become more proactive in planning those policies.
