본 논문의 목적은 우리나라의 지역 간 고용 격차의 지속성과 원인에 관한 여러 쟁점들을 살펴보고 이에 관한 실증적인 근거를 제시하는 데 있다. 지역 간 고용 격차의 지속성, 격차의 조정메커니즘, 격차의 원인 등을 분석한 결과, 고용증가에서의 지역 간 격차는 지속적으로 유지되는 반면, 실업률과 임금률의 지역 간 격차 구조는 단기적으로는 변화하는 것으로 나타났다. 지역 간 격차의 조정메커니즘은 단기적으로는 지역 내 실업률이나 임금률의 조정에 의해 이루어지지만, 장기적으로는 지역 간 이동으로 조정되는 것으로 파악되었다. 또한 지역의 고용증가는 지역의 산업구조적 요인보다는 지역 특수 요인에 의해서 더 크게 영향을 받는 것을 확인되었으며 지역의 실업률이나 고용률은 지역의 인구 구조와 밀접한 관련이 있는 것으로 분석되었다.
Abstract
This paper deals with diverse issues concerning regional employment disparities by reviewing previous studies and doing additional empirical analyses. As empirical foundations of regional policies, persistence of regional employment disparities, regional labor market adjustment mechanism, causes of regional employment disparities are examined. The research result shows that the regional disparities in terms of employment growth persist while the structure of regional disparities in terms of unemployment rate and wage level has changed in the short run. The regional disparities are adjusted not by the changes in unemployment rate or wage level but by the internal migration between regions in the long run. The regional employment growth are affected not by industrial factors such as specialization in specific industries or industrial diversification but by region-specific factors. The regional disparities in unemployment rate and employment rate are more related with regional demographic factors. These research results, however, should be complemented or tested by more detailed data and elaborate methodology.
