우리나라에서는 지역 간 고용 성과의 차이가 구조화되고 있다. 본 연구에서는 1994~2004년간 우리나라의 지역 간 고용 성과의 격차를 세 가지 요인으로 분해하는 변화할당분석기법을 통해서 분석하였다. 분석 결과 지역 간 고용격차가 지속되고 있으며 이러한 격차는 원래의 산업구조의 지역 간 차이나 지역 차원에서의 자원배분의 효율성의 차이에 기인하기보다는 지역특수적인 요인에 기인하는 것으로 보인다. 물론 지역별로 대전과 같이 원래의 산업구조가 고용성과에 우호적인 지역도 있고, 인천이나 경기와 같이 원래의 산업구조는 고용친화적이지 않지만 지역의 전반적 입지조건이 지역의 전반적인 경제활동을 활발하게 함으로써 우수한 고용 성과를 보인 지역도 있으며, 전남북과 같이 원래의 산업구조도 우호적이지 않고 지역의 입지조건도 경제활동을 촉진하지 못하는 경우도 있다. 그러나 분산 분석을 통해서 보면, 지역의 고용성과는 지역특수적인 입지 여건에 의해 결정되는 것으로 나타났다. 이러한 분석 결과는 지역에서 좋은 고용 성과를 얻기 위해서는 산업구조를 변화시키려는 산업정책보다는 지역 단위의 사회간접자본이나 인적자본 등을 확충하는 지역정책이 더욱 효과적이라는 시사점을 제공한다.
Abstract
The regional differences in employment growth has been structured in Korea. This paper analysed the differentials between regional employment growth and national employment growth during 1994~2004 years into three factors using shift-share analysis method. The results show that the differentials has been continued and the major factor explaining the differentials is the region-specific factor rather than the industry-specialization factor or the allocative factor in Korea. There are also regional differences in the relative importance of three factors. There is a region like Tae-Jeon where the initial industrial structure is friendly to employment growth, and a region like In-Cheon and Kyung-Gi where the region-specific conditions stimulate regional economies and employment even though the initial industry-mix was not good for employment growth, and a region like Jeon-Nam and Jeon-Buk where both the initial industrial structure and region-specific conditions are not good for employment growth. The overall employment performance, however, are determined by the region-specific factors like economic and social infrastructure in region. These results have the policy implication that it is more important to expand the region-specific capacities of social overhead capital and human capital rather than to try to change the regional industry-mix with regional industrial policies.
