이 글은 정부의 질 개념의 핵심을 이루는 공정성의 개념 및 적용범위와 그와 관련된 논쟁을 소개하고 평가하는데 목적을 두었다. 정부의 질 연구에서 의미하는 공정성은 기존의 철학적 논의 속에서 규범적 의미를 갖는 공정성과는 차별적이다. 새로 규정된 공정성은 정책내용을 다루지 않으며 단지 정책을 수행하는 과정에서 특정 집단에게 호의를 베풀거나 차별을 하지 않는다는 의미에서의 공정성을 의미한다. 경험분석을 위한 개념의 조작화로서 공정성은 실증연구를 통해 그 유용성이 증명되었다. 그럼에도 불구하고 공정성의 개념은 절차로서의 가치한정, 공적분야와 민간분야의 연계성 미약, 관료의 자유재량권과의 모순관계 등의 문제를 해결하지 못하고 있다고 볼 수 있다.
Abstract
The Purpose of this paper is to introduce and critically evaluate the concept of impartiality which is a core in Quality of Government. Impartiality in QoG is different from impartiality in the previous studies dealing with philosophical debates. Newly defined impartiality focuses on only policy implementation process and investigate if specific groups take advantages or disadvantages in the process. That is, impartiality can be achieved by fairness in the process of policy implementation. This new definition of impartiality is empirically proved as valid one. However, the new concept still has controversial issues.
