Public Administration in Korea: American Public Administration or Korean Public Administration?

이 글은 한국행정학의 현실을 진단하면서 자의식을 갖춘 한국행정학의 구축을 위해 한국행정학자들에게 인식 전환과 더불어 일련의 과제를 제안한다. 첫째, 한국행정학자들은 미국행정학의 토착화를 지양하고 한국의 행정현실에 바탕을 둔 이론형성 및 이의 일반화를 추구해야한다. 둘째, 한국행정학자들은 행정학을 “기술”로 오해해 행정학 교육과 연구가 왜곡되어 온 것을 자성하고 행정과학에 대한 관심과 더불어 행정학의 인문학적 성격을 직시해야 한다. 끝으로 한국행정학자들은 미국행정학의 보편성에 대한 환상에서 벗어나 한국적 맥락이 고려된 적실성 있는 한국행정학을 체계화해야 한다.
Abstract
In this article I critically examine the study of public administration in South Korea and discuss scholarly challenges of developing self-aware Korean Public Administration with emphasizing a paradigm shift in our research and education. First, Korean Public Adminstration scholars should pursue theory formation based on Korean administrative phenomena and its generalization instead of the "indigenization" of American Public Administration. Second,Korean Public Administration scholars should realize the negative consequences on education and research of our misunderstanding of Public Administration as "technology" and face up to the humanities (arts) as well as sciences aspects of Public Administration. Lastly, Korean Public Administration scholars should be awakened from the illusion of universality of American Public Administration and focus on developing a systematic body of knowledge relevant to Korean administrative phenomena.
