정부의 질 연구: 효과성 제고를 위한 정부역량 개념의 탐색적 고찰

초록

최근 정부의 질 연구에 대한 관심은 정부의 양적 성장에 걸 맞는 질적 발전에 대한 요구가 반영된 것이다. 그동안 정부의 질 연구는 개념적 철학적 논의와 지표 개발을 통한 국가 간 비교연구로 발전되어 왔다. 국내 학계에서는 박종민 김왕식(2006)은 국가제도의 질이-국가기관의 공정성, 정부 정책의 불편 부당성, 공직 사회의 정직성- 사회 신뢰에 어떠한 영향을 미치는 가에 대한 연구를 통해 정부의 질 연구에 시초를 마련하였다. 최근 김선혁(2011)은 기존의 정부의 질 연구를 지식사적 맥락에서 삶의 질, 사회의 질, 시민사회의 질, 거버넌스의 질, 민주주의 질 등을 비교하여 정부의 질 논의의 명료화와 유사개념들과의 관계를 체계화하였다. 그럼에도 불구하고 국내에서의 정부의 질 논의가 측정지표의 종합성, 구체성, 그리고 확장가능성을 충분히 담보하고 있지 못한 것 또한 사실이다. 이에 본 연구에서는 효과성 제고를 위한 정부의 핵심역량을 조직수준은 물론 정부수준의 역량 내용과 구성요소에 기초하여, 경쟁과 실적주의에 입각한 전략적 인사제도와 관리, 재정건전성을 강조한 예산제도, 성과관리중심의 예산회계제도, 분권화된 조직관리, 구체적인 사업추진을 위한 정보관리 기술력, 이해관계자들과의 협상 및 조정, 성과중심 행정감사제도 등을 예시적으로 설명하였다.

Abstract

Recent concerns on quality of government research have reflected demands of the quality of government growth along with quantitative growth. Meanwhile,quality of government research has expanded through conceptual and philosophical arguments and indicator developments into cross-national analyses of quality of government. Park and Kim (2006) provided a research base on quality of government in Korea that they examined the impact of quality of state’s institutions – fairness of government institutions, impartiality of governmental policies, and truthfulness in bureaucratic society – on trust in society. Recently,Kim (2011) attempted to clarify major arguments of quality of government and to compare and systematize conceptually relationships under the context of quality studies between quality of government and other similar concepts – quality of life, quality of society, quality of civic society, quality of governance, and quality of democracy. Despite, discussion of quality of government in Korea has not been enough to have comprehensiveness, concreteness, and extensibility in measurement criteria and index. Thus, this study examines core capacities for strengthening government effectiveness on the basis of organizational and governmental levels of capacity contents and components, and illustrates the core capacities including strategic human resource management and institutions based on competition and merits, budget and accounting systems emphasizing financial health and performance management, information technology management for implementation of concrete projects, negotiation and coordination among stakeholders, and performance-oriented public auditing systems.
