사회 정의와 성 주류화: 낸시 프레이저 논의를 분석하며

이 연구는 여성과 남성의 권력관계에서 성 불평등을 해소하는 것이 정의임을 전제로 한다. 성 주류화가 성평등을 구현하기 위해 정의의 개념을 담는다면 성 주류화 전망이 보다 명확해질 수 있음을 주장하는 것이다. 이를 위하여 낸시 프레이저의 정의론이 담긴 문헌을 토대로 성 주류화에 관하여 분석함으로써 정의의 개념을 담은 성 주류화 전망을 연구하였다. 우선적으로 낸시 프레이저의 정의(Justice) 논의를 성 주류화와 연계하여 분석하였다. ‘참여의 동등’이라는 정의관이 담긴 낸시 프레이저의 정의론은 성평등을 추구함에 있어 시사점이 있었다. 경제적 재분배와 문화적 인정이라는 정의의 2차원적 개념은 법 및 정치적 요구를 포함하는 정의의 4차원적 개념으로 재조명되었다. 특히 포털 뉴스 내용을 검색함으로써 성 주류화의 정책도구인 성별영향평가를 비판적으로 검토하였다. 결론에서는 성 주류화가 경제, 문화, 법, 정치적 요구와 모두 관계될 수 있으므로, 적극 전략으로서 기존 성평등 정책과 변혁 전략으로서 성 주류화가 함께 추진되어 나가야 함을 제시하였다.
Abstract
This study supposes that justice involves eliminating the gender inequality in the power relations between women and men. If Gender Mainstreaming involves the concept of justice for achieving gender equality, Gender Mainstreaming will come to be more clearly prospected. I analyzed the prospect of Gender Mainstreaming that includes the concept of justice by analyzing Gender Mainstreaming based on Nancy Fraser's justice literature. To begin, I analyzed the argument of Nancy Fraser in connection with Gender Mainstreaming. The concept of 'Parity of Participation' that Nancy Fraser argues has implications for the pursuit of gender equality. The two-dimensional concept of justice, economic redistribution, and cultural recognition was reexamined in terms of the four-dimensional concept of justice including legal and political demands. In particular, by examining the contents of internet portal news, I critically examined Gender Impact Assessment, a policy tool of Gender Mainstreaming. In conclusion, Gender Mainstreaming can be related to economic, cultural, legal, and political demands. Therefore, it is suggested that Gender Mainstreaming as a transformation strategy should be promoted along with existing gender equality policies as an affirmation strategy.
