적극적 조치는 젠더 구조의 전환을 목표로 하는 여성주의 성 주류화의 정책이 될 수 있는가? 적극적 조치는 성 주류화의 젠더 전환적 전략 패러다임에 부적절하다고 보는 견해가 일반적인데, 이는 적극적 조치를 특별히 여성을 위한 ‘우대 조치(preferential treatment)’로 보는 지배적 인식과 밀접한 관련이 있다. 이 글은 적극적 조치가 여성주의 성 주류화 전략으로서 필요한 정책이 되기 위해서는, 적극적 조치의 정책 방향을 여성의 주류 편입 확대를 목표로 했던 차원을 넘어서 새로이 정립할 필요가 있다고 보고, 이에 적합한 젠더 전환적 전략으로 ‘적극적 조치’를 재개념화 한다. 적극적 조치를 보이지 않는 관행과 평가규범의 전환을 목표로 하는 전략으로 삼을 것을 주장하는 영(Iris Young)의 논의와 캐롤 바키(Carol Bacchi)의 “범주의 정치학” 개념은 이 글의 중요한 이론적 자원이다. 또한 이 연구에서는 젠더 전환적 전략으로서 ‘적극적 조치’의 논리가 다양성 주류화 논의와 어떻게 연결되는지, 다양성 주류화로의 전환 주장을 어떻게 보아야 할 것인지를 적극적 조치를 둘러싼 정책 현실의 맥락에서 검토한다.
Abstract
This paper argues that the affirmative action is an central strategy for the gender mainstreaming policy, which aim for a gender equality as the gender transformative policy. There are many strong challenges in our society against the affirmative action. A main argument of them is that the affirmative action as a women-specific policy based on group identity is not consistent with the cross-cutting approach of gender mainstreaming, intending to integrate gender perspectives to the general policies. This argument might have some relation with the dominant view, affirmative action is preferential treatment for women. Challenging to this dominant view, this paper provides a conceptual logic of the affirmative action, which could interpret the affirmative action as a gender transformative strategy. This is supported by Iris Young’s argument for affirmative action and Carol Bacchi’s concept of “politics of categories”. This paper takes their discourses as important theoretical resources, to change the meaning of “affirmative action” from women’s preferential treatment to gender transformative action. Finally, I note a relation of the affirmative action as a transformative strategy with the diversity strategy, and examine the diversity-mainstreaming discourses from perspective of the real political context around social policy.
