정책 철학적 ‘공익’ 개념의 다양성: ‘방송공영성’의 개념 분석적 관점 vs. 시대 변화적 관점 고찰

본 연구는 방송의 사회적 공공성 책무 대한 다양한 논의들을 살펴보았다. 이를 위해 정책 철학에서 보는 ‘공공성’과 ‘공익성’ 개념과 방송의 공영성에서 논의되는 ‘공익’을 개념을 살펴보았다. 구체적으로 ‘공익’의 정책 철학적 개념다양성과 방송 공영성의 다층적 개념을 비교분석해 보았다. 더불어 ‘공익’의 정책 철학적 개념다양성을 통해 본 ‘방송공영성’의 개념 분석적 관점과 시대 변화적 관점을 고찰해보았다. 시대 변화적 접근으로는 공영방송의 정책 패러다임 변동 모형, 거부점 분석, 경로의존성 관점과 공영방송 운영의 고전적 행정모형, 신공공관리 모형, 연결망 지배구조 모형을 살펴보았고, ‘공익’ 개념 분석적 관점으로는 국가주의, 공동체주의, 효용주의, 자유주의 ‘공익’의 개념과 세 가지 방송 공영성론(공공수탁론, 효용주의적 방송 공익론, 방송의 공론장이론), 나폴리의 ‘공익’의 다차원 층위론 그리고 신제도주의 관점(규제, 규범, 문화인지 요소의 제도)등 세 가지 내용을 살펴보았으며. 논의된 다양한 개념들 내 ‘공익’의 정책 철학적 이해와 ‘방송공영성’이 비교 분석되었다.
Abstract
This study examined various discussions about the social and public responsibility of broadcasting. To this end, I examined the concept of ‘publicity’ and ‘public interest’ in policy philosophy and ‘public interest’ discussed in the publicity of broadcasting. Specifically, this study compared and analyzed the policy philosophical conceptual diversity of ‘public interest’ and the multi-layered concept of broadcasting publicity. In addition, this study examined the conceptual analytical viewpoint and the changing perspective of ‘broadcasting publicity’ through the policy philosophical conceptual diversity of ‘public interest’. Period-changing consideration perspective includes the policy paradigm variation model, the veto point analysis, the path dependency perspective of the public broadcasting operation and the classical Weberian Bureaucracy, the new public management and network governance model. The concept of ‘public interest’ analytical concepts include nationalism, communitarianism, utilitarianism, and liberalism of ‘public interest’, three theories of broadcasting publicity (public trust theory, utilitarian public interest theory, public sphere model of broadcasting), and the multi-dimensional hierarchial model of public interest and the perspective of neo-institutionalism (regulative institution, normative institution, and cultural-cognitive elements of institution). The policy philosophical understanding of ‘public interest’ and ‘broadcasting publicity’ in the various concepts discussed were analyzed.
