본 논문은 매니페스토 운동이 성공하기 위한 전제조건이 무엇인가를 다루고 있다. 이를 위해 먼저 본 논문은 매니페스토운동이 도입되게 된 배경으로 대의제민주주의가 참여와 심의라는 본연의 의미를 살리지 못하고 있다는 점을 지적하였다. 즉 대의제민주주의 하에서 선거가 단지 대표만을 뽑는 절차로 전락함으로써 대의제민주주의의 출발점으로서 참여와 심의의 공간으로서 선거의 의미는 축소되었다. 이에 정당, 후보자가 집권 또는 당선 된 이후 실시할 정책에 대해 구체적으로 공표하고 문서화하는 매니페스토 운동의 도입으로 유권자들의 참여와 심의를 불러오고자 하였다. 그러나 오늘날처럼 사회 구성원들 간의 이해관계가 복잡하게 얽혀있는 사회에서는 갈등과 대립이 빈번해 정책으로 인한 갈등의 골이 그 어느 때 보다 깊어 사회적 통합이 어려울 수 있다. 그리고 선거에서 승리하기 위해 정당, 후보자가 제시하는 정책들의 시시비비를 그리 쉽게 결정 내릴 수 없다. 따라서 이를 위해 필요한 것이 바로 시민성과 비판적 판단능력의 향상을 위한 민주시민교육이라 할 수 있다. 즉 민주시민교육을 통한 시민성의 함양 그리고 비판적 판단능력의 향상이 전제되지 않는 매니페스토운동은 현실적으로 성공하기 어렵다.
Abstract
This paper deals with what is necessary for the success of electoral manifestos. First, this paper points out that within a representative democracy the manifesto movement can revive the original meaning of popular participation and deliberation. Elections in Korea had been reduced simply to selecting representatives. The publication of manifestos can transform electoral politics and candidate selection processes into elections built around the competing policies of parties and candidates. But in a complex society, the various interests of people are difficult to reconcile within manifestos, while it is hard for voters to evaluate the truthfulness of the electoral pledges submitted by parties and candidates. Civil education for democratic citizenship and civic improvement of critical thinking skills are therefore preconditions for successful implementation of the manifesto movement.
