Abstract

ASEAN’s response to February 1st coup which ousted elected government could be a meaningful case in the study of ASEAN’s non-interference principle. After 2021 coup ASEAN took a more firm stance to Myanmar’s military junta by prohibiting the Junta’s military leader from attending ASEAN summit in October 2021. This study argues that this strong response of ASEAN to Myanmar is attributable to ASEAN’s perception of Myanmar coup and subsequent humanitarian violation as threat to ASEAN‘s relevance, credibility and utility as the regional organization. This new perception of ASEAN is precipitated by changing regional order characterized by intensifying competition between the US and China. ASEAN’s growing importance as a fulcrum of regional cooperation has also strengthened this perception. ASEAN begins to realize that if ASEAN fails to show its relevance and credibility in handling local problems relating to humanitarian crisis and violating democratic governance ASEAN centrality could not be guaranteed. And this situation would create room for intervention by outside force such as major powers and international organizations. This study however argues that the ASEAN’s response to 2021 Myanmar crisis should not be interpreted as the weakening of non-interference principle. For the time being non-interference norm will be maintained as the key instrument to make ASEAN intact. Instead, major countries in ASEAN could work on developing a new norm that does not counter but circumvent non-interference norm.
