2021년 2월 미얀마 쿠데타 발생 이후 국가폭력 사태에 대한 일련의 아세안 대응은 한계와 가능성을 동시에 드러낸다. 주요 회원국의 권위주의 정권이 내정불간섭 원칙의 적용과 미얀마 군부에 대한 적극적 관여를 선호하는 상황에서 아세안 회원국의 단합되고 단호한 대응은 현실적으로 기대하기 어려워 보인다. 아세안은 정상회의에 미얀마 군부의 참석을 배제해 국제사회 승인을 지연시키는 동시에 제한된 대화채널을 유지하면서 국제 사회 압력을 군부에 전달하고 있음에 주목할 필요가 있다. 이글은 아세안 대응의 규범적 측면을 고찰하고 아세안의 건설적인 역할 확대는 아세안 규범의 변화에 달려 있으며 국제사회의 지속적인 다층적 협력과 압박의 필요성을 주장하고자 한다.
Abstract
ASEAN’s responses to the humanitarian crisis in Myanmar since the illegal military coup in February 2021 reveal both its limits and possible roles. Authoritarian governments in ASEAN prefer to engage with the military junta in line with ASEAN’s non-interference principle that would further imperil the group’s coherence and unity. Meanwhile, there have been considerable developments in ASEAN’s responses to the junta. ASEAN has mobilized international pressures on the military junta without recognizing it through limited dialogues channels. This paper considers the normative aspects of ASEAN’s response to the crisis to argue the extended advancement of ASEAN’s role in the possible departure from the traditional practice of its norms.
