Abstract
This study aimed to investigate external factors and systemic changesregarding the reason why the Chinese government, which had consistentlytaken a firm attitude toward collective protests, chose to adopt the concessionstrategy instead of coercive strategy. Since China’s reform and opening, the central government gave autonomyto local governments as a step to promote decentralization and economicdevelopment. However, when it comes to handling corruption, the centralgovernment directly exercises control over the affair. In particular, most ofcollective protests, which have increased dramatically since the early 2000s inChina, resulted from local government elites’ corruption and arbitrary decisions, such as irrational labor-management relations, forced land escheat, unreasonablecollective migrations, and radical restructuring of enterprises. At the same time, the Chinese government started to seriously institutionalize anti-corruptionsystems in the late 1990s. Hence, active systems to eradicate corruption emergedin 2000. Therefore, when a collective protest took place because of corruptionand arbitrary decisions by a local government, such an act strengthening theanti-corruption regulations made the local government choose moderatereactions rather than coercive strategy, from the perspective of a cost-benefitanalysis.
