이 글은 린제이 저먼(Lindsey German)과 존 리스(John Rees)의 <런던 사람들의 역사>(A People’s History of London)를 통해 브렉시트후 현재 런던에서 발생하고 있는 일련의 사태들이 영국 런던의 역사 속에서 어떻게 조망될 수 있는지, 비평적 시각으로 고찰해보고자 하는 시도이다. 저먼과 리스는 부와 권력의 중심지일 뿐만 아니라 불일치와 급진주의의 중심지로서 런던을 저서 <런던 사람들의 역사>에서 주목하고 있다. 런던의 역사는 군주와의 관계, 자유와 충돌, 필요와 논쟁, 그리고 만족과 불만, 안정적이고 효과적인 정부의 필요성을 내포하는 다양성의 역사를 소재하고 있다는 것이다. 이러한 런던의 특성은 다양한 유입 이주자들이 포함된 거부와 포용, 반란과 폭동의 역사를 관찰하게 한다. 이에 따라 이 글은 폭동 주체자들이란 관점에서 현재까지의 런던 역사 속에서 다양한 이민자들과의 갈등이 왜 지금까지 지속되고 있는 지, 그 궤적을 추적하기 위해 저항의 역사를 주목하고 있다. 본 연구를 통해 본 런던의 빈도 높은 폭동과 반란, 시위 형태의 저항의 역사는 ‘보수주의’를 떠올리게 하는 영국의 대표 이미지와는 달리 급진적인 투쟁의 역사를 보게 한다. 그리고 인종주의와 사회적 편견과 차별, 불평등에 대항한 많은 투쟁들을 통해 다양한 런던인들 모두가 자신들의 주장이 관철될 것을 요구하는 공간이 런던임을 드러낸다. 그리고 그것이 급진적인 문화와 정치학을 갖는 런던이고, 현재의 런던임을 주지시킨다. 유입 이민자들이 동참한 런던의 건설’과는 달리 다름과 차별의 심화가 존재하는 <런던 사람들의 역사>는 그럼에도 불구하고 현재의 사태들이 속할 런던의 역사가 변화해야 할 바를 사고하게 한다. 그것은 런던을 기능하도록 한 모든 ‘런던 사람들’이 단지 ‘불평등’으로 보상을 받는 사회가 아니라, 고통과 행복의 ‘공평한 분담’을 갖는 사회를 가질 수 있어야 한다는 것을 확인하게 한다.
Abstract
This article examines how a series of current events in London after the Brexit can be viewed in the history of London based on A People's History of London by Lindsey German and John Rees. The authors give their attention to London and history of London not only as the centers of wealth and power, but also as a center of disunity and radicalism. To them, London's history is a history of diversity that includes satisfaction and dissatisfaction, a stable and effective government need as well as a history of relationship with monarchy, freedom and conflict, needs and arguments. This characteristic of London allows us to observe the history of embracing, rejection, rebellion and rioting that various immigrants have participated in. This article, therefore, explores how conflicts with diverse immigrants in London's history, and also observes the history of resistance that keeps track of its trajectory. The history of London's frequent riots, insurrections and protests, as opposed to Britain's representative image of 'conservatism', tells a history of radical struggles. And it informs that London is a space where various Londoners can hear their voices and ask for their assertions through a lot of struggles against racism, social prejudice, discrimination and inequality; that is London with radical culture and politics, and that is today‘s London. The “History of the people of London,” which is different from the construction of London by immigrants as suggested by Germans and Rees, reveals deepening of differences and discrimination. Nevertheless, it conveys that all 'Londoners' who have made London function should not only have a society that is rewarded with 'inequality' but a society that has a 'fair share' of pain and happiness.
