Abstract
How has Kazakhstan's parliamentary elite typology changed under Nazarbayev and Tokayev? Existing studies on Kazakhstan's political elite have analyzed the relationship between specific clans or close aides to the president and the arrangement of key government positions. On the other hand, there is a lack of research on how the typology of parliamentary elite has changed under Nazarbayev and Tokayev. The purpose of this study is to analyze the changes in the typology of elite in Kazakhstan's parliament by applying the political elite typology model based on elite’s unity, differentiation, the scope and method of circulation. The target of analysis was set as the 1st to 8th House of Representatives of Kazakhstan. Measurements of elite’s unity, differentiation, the scope and method of circulation were made of the emergence/extinction/integration process of pro-government parties and opposition parties, Nur Otan's seat share, the number of seats by political parties, the ratio of first-term members, and the three-time revised election system. As a result of applying Higley and Lengyel's model, in the early days of Nazarbayev's presidency, Kazakhstan's parliamentary elite was a “fragmented elite” typology (1st to 3rd House of Representatives), but it changed to a “divided elite” typology as predominant party system centered on Nur Otan was established from the 4th House of Representatives. And in the 8th House of Representatives, formed after President Tokayev's seizure of power, weak unity and narrow differentiation were maintained, and the scope of the cycle was slightly expanded within the “divided elite” typology. In addition, when the 16 elite typology framework was applied, it was possible to observe the variation of the Kazakhstan’s parliamentary elite typology in more detail over time. The significance of this study is that it proved the changes in Kazakhstan's parliamentary elite typology by applying the existing elite classification and new method.
