유럽통합과 오픈보더(Open Border)가 북아일랜드 분쟁해결에 미친 영향 연구

초록

본 연구는 1998년 성금요일 협정으로 대표되는 북아일랜드 평화프로세스가 실패로 귀결된 과거 시도들과 달리 평화체제 확립에 성공했다는 사실에 주목하고 동 평화프로세스가 어떻게 북아일랜드 지역의 뿌리 깊은 민족 및 종교적 갈등을 극복할 수 있었는지 그 요인을 규명하는데 목적을 두고 있다. 지역통합이 국가 및 민족 간 분쟁을 봉합하고 평화구축에 기여할 것이라는 전제에서 북아일랜드 평화프로세스에 대한 메타거버넌스 측면에서 유럽연합의 역할과 영토나 국경에 대한 구분 없이 자유왕래가 허용되는 오픈보더의 역할을 집중적으로 분석한다. 이러한 분석을 통해 본 연구는 유럽연합과 오픈보더의 설립이 북아일랜드 평화프로세스에 기여하고 이로 인해 평화구축이 성공하게 된 과정을 설명한다. 오늘날 브렉시트라는 도전에도 불구하고 이 지역에서 유럽연합과 오픈보더 체제가 유지될 수 있는지, 그렇지 못할 경우 민족적, 종교적 갈등이 재발하는 것이 아닌지 유럽의 평화에 큰 영향을 미칠 수 있는 주요 이슈이다.

Abstract

This thesis focuses on the fact that the Northern Ireland Peace Process, symbolized by the 1998 Good Friday Agreement, successfully established peace; purpose of this study is to identify how the Northern Ireland Peace Process, unlike previous attempts to peace which have failed, was able to overcome deep rooted ethnic and religious conflict which have long troubled the region. Under the pretext that regional integration remedies conflicts amongst nation and states, this study focused on the role of the European Union in regards to metagovernance and the open border regime, which allows freedom of movement. By doing so, this study explains how the establishment of the European Union and open border contributed to the Northern Ireland Peace Process and allowed successful peacebuilding in the region. However, the open border regime and European integration is facing an unprecedented challenge posed by Brexit; can they overcome this difficulty and if not, would this lead to the revival of ethnic and religious conflict is an issue that may have significant impact over peace in Europe.
