Abstract

Policy changes in any society may be shaped by complex combinations of factors, but nonetheless are often instigated by particular triggering events or issues. Domestic politics dynamically interact with public opinion through the electoral process and come to frame legal and institutional approaches to addressing social issues. Within such contexts, political parties both appeal to broader ideological beliefs in calling for and/ or justifying their support or opposition to particular policies. This paper presents a case study to provide concrete examination of the related questions of: If a new party comes to power does that necessarily entail a change in domestic policy? And, once a party with their dominant ideology? Focusing on these two key research questions, this study examines the maintenance of the United Kingdom’s Conservative Party government and whether social policy changes. Toward this end critical attention is directed toward changes in immigration and refugee policies in relation to shifting domestic public opinion while the U.K. was under a Conservative Party government. The U.K. is (for the most part) a two-party country dominated by dynamics between the Conservative Party and the Labor Party. Traditionally, the Conservative Party pursues policies from a right-wing stance and the Labor Party from a social-democratic stance. Accordingly, Conservative governments generally pursues relatively restrictive immigration policies compared to Labor governments. The Conservative Party has held power in the U.K. since 2010. I examine the extent and/ or limits of such a long hold on power by one party. The main area of investigation here focuses on policies related to refugees and migrants. Debates around such issues were central to the rise of the movement for Brexit and have remained a prominent issue of public debate in British society to this day. This research analysis highlights the fact that the number of asylum seekers to the U.K. has steadily increased over recent years despite the continuing dominance of the Conservative Party in domestic politics. Of course, increasing numbers of asylum seekers does not necessarily mean that they are broadly welcomed or that new policy measures are instituted to facilitate them. This empirical reality in the face of the maintenance of anti-immigration policies and sentiments in British society thus requires some critical investigation if we are to better understand the dynamics of public opinion, electoral politics, and policy developments related to issues of immigration and refugees.
