영국의 이민･다문화정책에 대한 연구: 정책추진체계를 중심으로

초록

(연구목적) 본 연구는 영국의 이민･다문화정책의 정책추진체계를 고찰하였다. 이를 통해 한국의 이민･다문화정책의 추진체계의 발전을 위한 정책적 시사점을 도출하고자 하였다. (연구방법) 추진체계는 관련 법령, 추진 조직, 그리고 주요 프로그램으로 나누어 분석하여, 영국의 법령, 정부문서 등을 중심으로 살펴보았고 특히 역사적 변천과정에 초점을 맞추어 분석하였다. (연구결과) 영국의 이민･다문화정책의 기반을 이루는 법은 이민법, 국적법, 평등법 등이 있으며, 내무부가 출입국 관리, 국경통제, 비자 관리 등의 업무를 맡은 반면 이주민에 대한 사회통합과 지원은 주로 지방정부의 주도하에 이루어지고 있다. 그리고 이민자문위원회 등의 전문위원회가 조언을 제공한다. 2000년대 이후 영국은 다문화주의에서 영국적 가치를 중심으로 한 사회통합에 더 초점을 맞추고 있으며, 브렉시트 이후로는 노동력 부족에 대한 면밀한 분석을 통해 우수 인재를 포함하여 영국 경제 성장에 도움이 되는 인력을 유입시키기 위해 노력하고 있다. (결론 및 제언) 결국 영국은 이민자에 대한 관리와 통제를 중요시하고 있는 반면, 일단 합법적인 절차를 거쳐 영국으로 유입된 이주민에 대해서는 차별을 철폐하고 영국 사회에 잘 통합될 수 있도록 다양한 지원을 하고 있는 것이다. 심각한 저출생 고령화의 문제로 인해 이민자의 증가가 필요한 우리나라의 현실 하에서 영국 정책의 특성들을 잘 고려하여 받아들여야 할 것이다.

Abstract

(Purpose) This study examines the historical background and implementation system of immigration and multicultural policies in the UK, in order to derive policy implications for the development of immigration and multicultural policies in Korea. (Research Method) The implementation system was analyzed by dividing it into relevant laws, implementation organizations and major programs. (Findings) The laws that form the basis of the UK's immigration and multicultural policy include immigration law, nationality law, and equality law, and the Ministry of the Interior is responsible for tasks such as immigration control, border control, and visa management, while social integration and support for immigrants are mainly carried out under the leadership of local governments. Special committees such as the Immigration Advisory Committee provide advice. Since the 2000s, the UK has been focusing more on social integration based on British values rather than multiculturalism, and since Brexit, it has been working to attract talented personnel, including skilled labor, to help the UK's economic growth through careful analysis of labor shortages. Ultimately, while the UK places great emphasis on managing and controlling immigrants, it eliminates discrimination against immigrants who have entered the UK through legal procedures and provides various support to help them integrate into British society. (Conclusion and recommendations) Considering the reality of Korea's need for an increase in immigrants due to serious low birth rates and aging population, we need to carefully consider the characteristics of UK policy and adopt them.
