Abstract
This article aims to examine whether British Conservative government’s social policy pursued overall cutback and to analyze the differences between Conservative government’s social policy and former New Labour’s. The main results are summarized as follows. First, the British Conservative government expanded spending on social protection and health care although it reduced total public sector expenditure. Especially, spending on old age and survivors increased continuously. But spending on family/children and unemployment benefits decreased significantly, thus sectoral gaps have widened. By examining these changes, this article found that the British Conservative government’s social policy tended to focus on ‘old social risks’. It is contrary to New Labour’s social policy which emphasized on ‘new social risks’. Second, by analyzing British Social Attitudes data, this article found that the British Conservative government’s social policy was closely related with welfare attitude of both supporters of the Conservative party and independent voters. In conclusion, this article emphasizes the necessity of sustainable social policies which include the most vulnerable people, beyond maintenance of total level of social expenditure.
