Abstract
The purpose of this essay is to criticize the theoretical and methodological limits and defects that the current discussions on the national innovation systems commonly have. Herbert Kitschelt's meso-level sectoral analysis of different combination types among technological systems and governance structures provide us a clue into a integral theory of the national innovation systems combining competence-based theories of firm, evolutionary economics, and regulation theories.
