지역혁신체계론의 이론적 전개와 정책적 함의에 관한 비판적 검토

초록

이 논문에서는 지역혁신체계론의 이론적 형성과정과 구성체계를 살펴보고, 이 이론의 의의와 한계 그리고 정책상의 문제점을 논의하였다. 특히, 국내 산업정책의 핵심이 되어 있는 지역혁신체계론의 문제점을 구체적으로 분석하여, 이를 근간으로 한 정책이 보다 신중하게 추진될 필요가 있으며 나아가 이 정책의 실효성에 의문이 제기될 수 있음을 지적하였다. 필자의 판단으로는 지역산업정책에서 학습과 혁신이 중요하긴 하지만, 그것이 지역산업정책의 전부나 핵심이 되어서는 곤란하다고 생각된다. 나아가, 지역혁신체계는 혁신클러스터를 실현하기 위한 정책 수단으로서보다는, 궁극적으로 성취해야 할 클러스터의 최종 단계로 파악하는 것이 적절하다고 판단된다. 지역 내에서 혁신클러스터를 구축하기 위해 지방정부가 할 일은 연구개발 기능 확충과 산학연 네트워크 구축에 투자하는 것이라기 보다는, 전략산업 분야의 전문 기업을 유치, 집적시키는 것이라고 판단된다

Abstract

The aim of this paper is to examine critically the theoretical backgrounds of regional innovation system(RIS) and industrial policy issues concerned with building a RIS in Korea. Since 1990s, RIS has been highlighted as one of the new industrial development strategies in some region including Western Europe and Korea. Recently, Korean government has been driving the policies for building RIS.In this paper, I review the literature on RIS and criticise the limitation of the RIS theory, including: fuzzy conceptualization, insufficiency of the case studies to show the concrete dynamics of RIS, lack of explanation on development process of RIS, etc. And, based on this critical review, I raise critical question of whether RIS is a useful tool for developing innovative clusters and fostering regional industries.
