Abstract

This study analyze the risk of job automation in Ulsan city, South Korea, using the approach by Frey & Osborne and Kim(2015) and the data from RES (Regional Employment Survey) for the period 2008-2020. The main results of this study are as follows. First, the automation risk of jobs in Ulsan is estimated to be quite high. The proportion of jobs with a 70% or more probability of being replaced by machines within the next 10 to 20 years reached 52.8% as of 2019, the highest among 17 metropolitan cities in Korea. Over the past decade, the proportion of high-risk automation jobs in Ulsan has fallen at a slightly slower rate than the national average. Second, the risk of job automation is unevenly distributed among workers in Ulsan. By industry, there is a high risk of automation in Ulsan's major manufacturing industries such as automobiles, petrochemicals, metals, and shipbuilding, and among service industries, there is a high risk of automation in wholesale and retail, lodging, restaurant, transportation, finance and insurance. By occupation, there is a high risk of automation not only for production workers, but also for sales workers. The automation risk is also estimated to be high for low education, low skill, low wage, temporary and daily workers, and short-term workers. The results of this study show the need for appropriate policy measures to reduce potential negative impacts of automation on the regional labor market and to facilitate inclusive economic development.
